Wisconsin State Employees Union (WSEU)

American Federation of State, County and Municipal Employees (AFSCME)

About Local 2412

Local 2412 represents Administrative Support (State Employees) at:

The University of Wisconsin-Madison,
University of Wisconsin-Extension,
University of Wisconsin Rock County,
University of Wisconsin Baraboo/Sauk County and
UW System Administration.

We negotiate wages, hours, and working conditions; and represent people who have a grievance with management. Approximately 1,750 workers are represented by Local 2412. Monthly meetings are held on the second Thursday of each month, 6:00 p.m. at the Memorial Union. The best way to ensure that the union represents your views is to become a member and participate in meetings. That’s where decisions are made.

Important Contract Update
This week state lawmakers approved contracts with 15 state employee bargaining units, including the five AFSCME Council 24 units.  All contracts were overwhelmingly approved by state legislators, with only a handful of naysayers.  Here is the tally:

Administrative Support unit contract (see Senate Bill 574) -Senate vote was 31-1, with Senator Mary Lazich (R-New Berlin) casting the sole "no" vote and Senator Jauch (D-Poplar) not present.  The state Assembly voted 93-3, with Rep. Robin Vos (R-Racine), Rep. Bill Kramer (R-Waukesha) and Rep. Leah Vukmir (R-Wauwatosa) voting against approval.

Blue Collar unit contract (Senate Bill 575)- Senate vote was 31-1, with Senator Lazich voting no.  The Assembly vote was 92-4, with Rep. Frank Lasee (R-Bellevue) joining Representatives Kramer, Vos and Vukmir saying no.

Professional Social Services unit (Senate Bill 576) - Senate vote was 30-2, with Senator Glenn Grothman (R-West Bend) joining Sen. Lazich in voting no.  The Assembly vote was 91-5, with Representatives Kramer, Lasee, Vos and Vukmir voting no along with Rep. Don Pridemore (R-West Bend).

Security and Public Safety unit (Senate Bill 577) – Senate vote was 31-1 (Sen. Lazich).  Assembly vote was 91-5, with Reps. Kramer, Lasee, Vos and Vukmir being joined by Representative Terry Van Akkeren (D-Sheboygan) voting no.

Technical unit (Senate Bill 578) – Senate vote was 31-1 (Sen. Lazich). Assembly vote was 92-4, with Reps Kramer, Lasee, Vos and Vukmir dissenting.

Governor Doyle will sign the contracts on Monday, 06/02/08, at 12:30 pm.

As yet, we do not have a solid date for the issuance of the retroactive compensation checks, but the best guess is early July.

How to Contact a Steward?
Tell your supervisor that you want to meet with your steward "about a possible grievance." Stewards are trained in the contract, and will be able to give your problem the attention it needs. Your supervisor doesn’t have the right to ask you why, and must set up a private meeting in a timely manner on work time (In paid status). Ideally, and whenever possible, these meetings should be scheduled for the next day after the request is made when both employees are scheduled to work. However, it is understood that this is not always possible due to real operational needs. If your supervisor tells you to set up the meeting yourself, says no steward is available, contact the Local 2412 office (257-2803) or Chief Steward Angela Powell at: adpowell@wisc.edu or 262-0524 and we will trouble-shoot the problem. Also contact the office with address changes, membership problems, and general questions or if you're not sure where to go for help.

Represented Employees Rights
Every two years, The Wisconsin State Employees Union negotiates a new contract with the State fo Wisconsin. Local 2412 has one member on the Administrative Support Bargaining Team. The agreement states what wages, benefits, rights, and responsibilities we have, and what rights and responsibilities management has. Both the union and the state are obliged to obey this agreement. If your supervisor violates our contract, you can file a grievance to force them to correct the problem. One of our rights under the contract is the right to file a grievance on work time and to have a steward present during any disciplinary or investigatory meeting with management. If you believe disciplinary action may result from a meeting with your supervisor ASK for a Union Steward.
